You need to go to Housestyle > Engraving rules.

There's a list of 20 items which you use to switch between pages of the
dialog.  Choose instruments.

Tab round and you'll find three combo boxes, each of which contains three
options.  These are, "full", "short", and "none".

The first combo box determines which name will appear to the left of the
first system on page 1.  The second box determines the name which will
appear on all subsequent systems.  The third box determines which name will
be used at the start of new sections.

All instruments which come with Sibelius should have a short name, which is
the one to use on subsequent systems.

Ramy,

Not in front of my DAW. But memory serves:

1. Instrument names and locations should be in the layout menu under
something like document or default position

2. Bar numbers are something you can select from the Create menu, or a
plug-in.
