Xilinx SI simulation KIT sets library paths using environment variables.(
XILINX_V5_RIO_SIS_KIT in Linux/Windows)
I had the same problem with HSpice 2005.X, but not with HSpice 2007.X +
Try HSpice 2007 or higher which can understand the environment variables with
no need for any special settings.

A quick test: Try including all of the SPICE ini, lib, etc. files in your
SPICE file directly (use any text editor to replace .lib, .inc and so forth
with the actual files). This will help determine whether this issue is an
external file "find/include" or a problem within one of the files.
If all else fails, contact HSPICE support for suggestions.
