It depends whether you want to pay for your tool or not.
There was a comparison of some tools in ESNUG 443, see:

Certainly, you can get Cosmoscope and Sandworks tools for Windows.
 
Depending on your requirements there is a free HSPICE toolbox for MATLAB 
kicking about, that allows you to read tr0 files directly into MATLAB.
 
As with all things you pay your money and take your choice. Your choice of tool 
will be ultimately be determined by your feature requirements and budget.
