If you are referring to the schematic (Figure 13) in the Xilinx app note 
Xapp623, the resistor shown is just to make spice happy and isn't really a part 
of the PDN circuit.  Without it (shown as 1 Megohm)  spice will probably 
complain about 'no DC path to ground from node XX' or at least will have 
difficulty in establishing the DC operating point. In Hspice you can use 
.OPTION GMAX to obviate the need for the resistor.

In any case, the parallel resistor seems to be a red-herring in that I don't 
think it is causing your difficulties.

Can you elaborate on just what isn't matching the published results? It is 
difficult to diagnose such a general issue.
