Mei, 

It is very easy to translate a *.citi file into Touchstone format.  You can
import your ciiti file into Excel using the comma delimiter.  Than create a
macro that will copy and paste the data in the correct location.  You can
also use MatLab to create a Touchstone formatted file.  I'm sure there may
be other ways/ tools , but these are 2 methods that I currently use.
