I would like to implement it with a simple component
like National Semiconductor but I didn't find a suitable one.
The second stage is how to transmit 2.125Gbps over a wire
link.

Any of a number of FPGAs from Altera, Lattice, and Xilinx are available 
in industrial grades that can easily handle that line rate and 
temperature range.  The bigger question is what does the parallel side 
interface look like.
