Vivian,
You are asking a big question.
I suggest you try out the IBIS web page, there are lots of reference
articles there and recommendations on how to make models. The actual
measurements to be made for both SPICE and physical are the same (just in
one case you are simulating).
I suggest you make a model of a simple CMOS inverter chip. Something that
you can directly and simply control the output from a single chip input,
that will save time and expense on configuring the DUT for the physical
measurements. You may also want to choose a family that has the SPICE models
available (though in many cases that means that the IBIS model is also
available).

My name is Vivian Stephen. I am a masters student
in the university of Missouri-Rolla. I am taking a
course in High Speed Digital Design. I subscribe to
the SI list. There is a class project and I wanted to
create an IBIS file for a chip. My question is
1. what chip to choose and how to make the test setup
to make measurements? If you can suggest a chip and a
test setup that would me most helpful.
2. Is there two ways to make an IBIS file? using SPICE
and making Lab measurements?
3. If yes to the above question. Then how can I
simulate using SPICE?
