I assumed Fred (of Apsim) was going to pitch in. So I held back for a while.
Anyway, Ray, as others have pointed out it is due to the off-diagonal
element being many orders of magnitude smaller than the diagonal element.
All off-diagonal elements should be negative. This one was positive due to
numerical error.

There are a number of options to increase the accuracy of ApsimRLGC
depending on the structure. Fred may be able to comment on that.
