Dear "fname",
It depends entirely on how you number the conductors. If, for a
given matrix, one renumbers the conductors, swapping the ith and
jth conductors, for example, then that's equivalent to swapping
the ith and jth rows and columns in the describing matrices.
So, the answer is "no", they're not necessarily in descending order.
