The nonsensical low-end percent difference is due to a known bug in the
official IBIS committee check utility, IBISCHK, version 3.2.8.  This defect
(bug 63) should be fixed by the IBIS committee contractor in the next
release, version 3.2.9.  Innoveda and other vendors will incorporate the new
version into their tools.
