[SI-LIST] cross talk (direction of E-Filed)

If I have 2 conductors lying parallel & I introduce a pulse on one conductor
then what will be the direction of current ( ELectric field) on the second
cundoctor
at RISING EDGE and FALLING EDGE of the second conductor ?
