Lynne, that assumes Zhang is deriving the model from simulation not
measurements. To make an IBIS model from measurements, which the JTAG
question implies, Zhang would have to place the output into a high state and
a low state an off state or input mode if applicable and get transitions off
of it by controlling the IC. Depending on the component, the test system
available to Zhang, the specific component and the specific pins to be
modeled there are a number of methods used to accomplish this control. JTAG
in only one of the ways of accomplishing this.

The state of an I/O buffer is a simulation parameter. It is not part of =

Most SI simulators have an interface to help you set up the state for =
