Adam,
It sounds like you have a HSPICE model of a device that you would like to
make a IBIS model from. If this is true, then you will need a HSPICE
license to do so. The SPICE to IBIS translation is a process where SPICE
Vt and DC simulation results are used to define a IBIS model ( datasheet ).
In other words, if you do not have a tool to run SPICE simulations, then
you can not perform SPICE to IBIS translation.

I need to convert Hspice model to IBIS model. I downloaded s2ibis2 Win95
version. It asks for the Hspice Windows version in the path. I don't have
this program. Is there any other mechanism to convert Hspice to IBIS
without any tool license requirements.
