Hi Adam, I've never done it, but you can download Berkeley spice that handles BSIM models and use that for your sims. You will need a spice or circuit simulator of some sort. You will also need circuit and device models for the IO buffers. There are some slight differences between Hspice and Berkeley spice syntax for models and netlists and there may be some corrections for that. Hspice also contains many useful utilities but they are not necessary for IBIS model generation. The s2ibis2 program may rely on some of those so that may be another gotcha. There was a good treatise on IBIS model generation on the IBIS website and the sims you generate should use that cookbook. Thanks Jim Freeman P.S. Once you have performed the work above, you will have your own free method of generating IBIS models. The time may exceed the cost of Hspice but that is a yearly cost. Your tradeoff.
