I am not sure about your exact application, but if you are working at small
dimensions in air (or another gas) you should consider Paschen's Curve.

In a nutshell the macro scale values do not apply for breakdown in gases (i.e.
air or the gas in your favorite tube) when the dimensions are small. As I
recall for air the minimum breakdown is 327 Volts and occurs at 7.5um.

The macro scale value for air is something like 3 million Volts per meter.
Which would lead you to believe that a 7.5um air gap would spark at 22.5 Volts.
