I have developed a single simple circuit to test these two configurations.
The results match each other. The issue might lies in the circuit.

The RLGC matrices are with respect to spice node 0.
So, for the N=2 model, try this line:
W1 in1 in2 0 out1 out2 0 N=2 L=length RLGCMODEL=cps_102030X2_30
If you want reference planes that are not perfect spice node 0, then I
think that you need to define them as
conductors, which would add to the dimension of the RLGC matrices. This way
you can have separate
nodes for the reference conductor at each end of the transmission line.
