Donald probably means capacitance, I'm just guessing here. TDR and/or =
VNA can be pretty helpful for that measurement. =20

What you first need to do is get some safety pins and then see how many =

can get into the via. When you can't fit anymore into the via you count =

many you put in and then you know the capacity of the via.

It sounds like you may be trying to find out what the current carrying
capacity of a via is? This can be found in a couple of books, or in the
