Could you tell the same thing in the face of somebody who designs 
microstrip antennas (not myself, but there are several people around...)? 
When there is a radiation mechanism, you will find intentional (as 
for the antennas) and unintentional (as for EMI) radiation.

You will find similar patterns in layouts which were done disregarding
techniques to avoid radiated emission.

As Mike pointed out correctly, it is a matter of layout.
