Kusama,

When you use a via to change layers in a signal path, (via drilled diameter
13 mils and height 100 mils) the via looks like a parasitic capacitance of
about 0.25 pF added to you signal path.  Yes, there is inductance, but that
is true of the signal path as well and the effect of the via is a small
increase in capacitance.

That same via, when used to connect power from a device lead to a plane,
will exhibit added inductance.  There had been a very large amount of
discussion on this site about the extra inductance of such connections.
