David to receive from a an offset voltage source use the receiver mid 
termination and AC coupling caps by programming the receiver attribute 
RCV_TERM_MID = TRUE. 

If your application has short run length use the internal capacitors:  
AC_CAP_DIS = FALSE.  If your application has long run lengths, you will 
need to use external coupling capacitors and set AC_CAP_DIS = TRUE.

To transmit to something with another voltage reference follow a similar 
process for that device's receiver.

The MGT clock inputs are compatible with LVPECL like ON SEMI MC100xx parts.
