Peter,

As long as TMOD is pulled up, the TAP controller will not start.  So, just 
a pull-up on TMOD is safe for the case of no external equipment connection, 
and removes the conflict of pull-up and pull-down.  The external JTAG 
controller will drive TRST to the proper level when connected.
