Um, what kind of scaling?  For what purpose?

Many SPICE elements allow you to add a SCALE factor to the element line to
get the effect of scaling that element by an arbitrary floating-point value.
I think you can scale macros (subcircuits) too, which makes it easier to
scale whole blocks.  But I've rarely ever needed to scale parts of my
netlists.

HSPICE has two .OPTIONs, SCALE and SCALM, which apply globally to the entire
netlist, and which I *strongly* discourage anyone from even thinking about
using!  The problem is that many of us assemble SPICE netlists using models
from multiple sources (a driver IC from here, a load from there, T-lines
from somewhere else, etc.), and it does not work to use models in the same
simulation that require different SCALE/SCALM factors.  Anything other than
SCALE=1.0 and SCALM=1.0 should be considered non-standard SPICE and should
not be shared with others.
