Justin, not quite. I think you need to pay attention to Istvan's
comments in particular. If you make the capacitor / mount / transition
look resistive over the signal spectral content and matched to the
channel, you can put it just about anywhere without impact. To the
extent that it presents a discontinuity, what is close by can matter
significantly. This is over and above whether locating in a particular
arrangement can eliminates or introduces discontinuities like vias.
