I'd suspect that there is no universal solution, however there
are a couple of obvious solutions if you are using Allegro as your
layout package:

Cadence Specctraquest with the Power Integrity option will provide
the most integrated solution (i.e. they both utilize the same
*.brd database). SI and power plane analysis is supported.

The Sigrity tools can import layout info from .brd files and perform
power plane analysis. Not sure about general SI type analysis (tlines,
xtalk etc.). Perhaps Sigrity will chime in with more info.

I've never used Hyperlynx and really don't have any info on it. I
_think_ it may be able to work with Allegro files but don't know
for sure.

Ansoft has some options for reading Allegro .brd and .mcm files I believe,
some of their newer offerings _may_ be useful for SI and power plane analysis.

As far as Mentor goes, I'd expect minimal support for their competitors
file format, but can't say for certain.

I know Specctraquest will accomplish what you want, I believe that the
Sigrity solution can, but the others you listed don't come to mind
(at least for me) as obvious solutions if you are dealing with an 
Allegro database.

I'm sure others in the know will comment as well. (especially if I'm in error).
