I suggest you have a look at Ansoft's range of tools, particularly SIwave
(http://www.ansoft.com/products/si/siwave). We're using SIwave successfully in 
the areas of PCB and
package design. Given your RF design requirement, you may also be interested in 
their HFSS field
solver.
