It is suggusted that S21 is applied. In the 2-ported network, S21=Zx/(Zx+Zc/2), 
which is not sensitive to the measurement error.

Istvan has published a paper about the topic in DesignCon. There is also a 
paper in the Agilent website. I hope this is helpful.
