All Gurus,
Power Integrity is still far unmatured in PBA level.  However, There are 
some tools let you do trend analysis during placing decup, but no tool 
which you may rely on the verifcation of Power Integrity, especaily on 
full board. 

Cadence's SQPI or Zuken's PowerSI are helpful to do such trend analysis. 
Some papers of Designcon 200X discuss water-like things. This is dangrous 
to innovation.
