Well, 

There are some tools out there that will export the proper S parameters
in Touchstone format that will reward you with the proper response down
to DC (Sonnet).  Still, there are others that claim they can do the same
(some better than others).

A sufficient condition for passivity is that I - S * S' must have
eigenvalues that have non-negative real parts.

 Also, the sum of squares of magnitudes of S-parameters on each row of
the S-matrix < 1 is necessary but not sufficient condition for
passivity.

You may want to check with Terraspeed Consulting.  They recently did a
lot of good work answering this specific question.  Also, look up the
papers presented at DesignCon 2004.  There were others that investigated
this question as well.

I am a PhD student and I am doing literature research on the topic of
rational approximation with passivity enforcement.

It seems that the passivity enforcement are almost based on the state
space form with LMI or Hamiltonian matrices for the passivity of either
Y or S parameters.

1) Is there any commercial tool available has passivity enforcement
capability?

2) What is the latest trend on passivity enforcement?

3) How to fix DC value of S parameter during vector fitting process?
