(1) I doubt that a polarized capacitor would be used for RC termination
at the board level. On-chip? I don't know.
(2) Why should the CAD tool care? I get suspicious when a CAD tool
imposes limitations like this. Sooner or later there could be
exceptions that you didn't think of.
