With poor packages, even counting ground pins/balls is tricky. Big 
arrays made up of only ground pins/balls in the package corners or under 
the die area, are of little use for signal or power quality.
Signals on the package can reference ground, power, both symmetrically 
or even switch between the two on the package. So, without looking at 
the package layout, one cannot tell which power or ground pins/balls 
count ...
