Pacific Numerix's old parasitic parameters can calculate partial
inductance.
The company was bought out by ANSOFT couple of years ago and I believe
that=20
ANSOFT should have a new set of tool available based on parasitic
parameters
but with much improved algorithms and user interface. Check with
ANSOFT's people.

I do not know a way fo calculating dielectric conductance in Q3D either.
A couple more things this tool can not do
1. Magnetic materials are completely disregarded
2. Inductance is either DC or AC (surface current) only. Inductance vs.
frequency not available.
