Anil,

It is hard to answer your question in general, because all
of these instruments work with slightly different hardware 
and software, so you may not find any other instrument 
which performs exactly as the Wavecrest SIA3000.  

Time Interval Analyzers, real-time scopes,  undersampling 
scopes (also called equivalent time scopes), Bit Error Rate 
testers all can give you information on jitter.  If you need to 
measure only reference clocks, which is usually below a 
few hundred MHz in frequency, you can also consider a 
software postprocessing solution offered by Amherst Systems 
Associates.   If you need to measure Gbps signals as well, 
you need to check the available scopes from LeCroy, 
Tektronix, Agilent and see how the triggering, memory 
depth, complience-test features line up with your requirements.
