The PCI Express spec is governed by the PCI-SIG. The PCI-SIG has
made a PCI Express Jitter subgroup. This group has just finished
defining the Clock jitter measurement models and techniques. They
are now working on the data jitter. I have been told (by several
members outside our company and Mike Li who is co-chair of this
group) that there will be significant changes to what is currently in
the spec. They are chartered to finish this work soon (1 to 2
months). So, stay tuned.
As for the current spec, there is a TX and RX spec for jitter and
other parameters. The TX is at the transmitter pins (or as close to
them as possible). The RX is at the reciever pins (or as close to
them as possible). You can go to this link to see our automated
