There is an IPC committee working on document IPC-2152 "Current Carrying Capacity of Printed Boards" that is addressing this issue. Unfortunately, the document won't be published for at least two months. If you go to ipc.org and look in the standards development section for status of standardization, maybe you could find a draft or something...
