Aaron,

Usually, the Vref network is not terminated and does not have lossy
elements. Any noise that couples into the network will not be dissipated
quickly. To reduce the amount of noise coupling into the network, it is
better to have several small independent Vref networks instead of connecting
them all together and supplying them from a single source.
