I think Eric Bogatin in his book Signal Integrity Simplified did a good job
(in my view) of both dielectric losses and conductor losses.  I don't have
his book with me but I committed to memory his formula for losses soley as a
result of the dielectric; "2.3 x freq. in Ghz x loss tan x sqrt of diel
constant x distance of transmission line in inches." great resource that
book.

        I have been looking for a resource that can help me understand the
techniques associated with modeling dielectric constant and loss VS.
frequency. Creating equations for these curves to use as material properties
in my simulations.
