If you use Linux, you can install the gEDA Suite.  It's a full-fledged EDA
environment released under the GPL.  You can go from schematic capture,
through simulation, to PCB layout, DRC checking, Gerber viewing, and so on.
The Suite is composed of several different programs, each of which is used
for a different phase of the design.
Download is free, and -- unlike Eagle -- there are no limitations to
design size/complexity.   The website is here:

The layout editor is called PCB.  More info specifically about PCB is

If you insist on using Windows, you can also try out Kicad:

Kicad is more of a monolithic app for PCB design.
