For a "newbie", I would personally recommend starting with the Training link
on the IBIS web site and the IBIS 2.1 Cookbook.  There was also a recent
SI-list thread discussing SI books.

For tool use, it is usually best to contact the EDA tool vendor directly.
They often have training classes on-line.
