A few items to consider on physical layer digital ICs...
Input power with respect to internal termination resistors
Output termination method, and thus power dissipation, on internal pull
resistors
If measuring, either bench or ATE, ensure the part is in a correct operating
state (i.e. don't let a 1.5V Bipolar CML output structure float which can
result in saturation (excessive pre-driver current and thus a higher supply
current measurement).
Many Bipolar Si and/or SiGe parts have a positive thermal coefficient, meaning
as Tj increase, power increases.
Power dissipation varies with Fab parameters, and can swing +/-10% or more so
you need a reasonable statistical sample size (multiple lots, corner
parameters, etc.).
