Two ways:
1) before the first silicon, there are EDA tools to estimate power
consumption
2) after silicon, ATE
Keep in mind, besides the absolute power numbers, you need to estimate the
worst case current step load. It is part of the requirement for VRM & PDN
selection/design. If the IC package has on-package caps, figure them into
your calculations too.
