Here is my understanding, just for your reference.
Power consumption should be considered under static condition and dynamic
condition.
Static consumption is only related with resistance effect.
But dynamic consumption may depend on frequency, capacitance, resistance,
inductance, even fan-out number.
Different operation condition may lead to different power consumption.
For high-speed digital products, dynamic consumption is much more than
static one.
