I took the spice file generated from our IC layout. In your case, you can
pick a CMOS inverter from the spice library, be sure that the inverter's
delay time is much less than the period of 25MHz, add a 300kohm feedback
resistor between inverter in (a1) and out (a4). That is it.

In a real system, you need to consider the gain of the CMOS inverter, the
harmonics of your crystal. However, as a startup, an inverter and a feedback
resistor should be good enough to get something.
