     Fear not.  I have exactly zero pull with the government.  My only 
connection
is the EMC Society.  If any are further interested in the University 
Grant program
go to http://www.emcs.org and scroll down to the bottom of the page, I 
think.  You
should find my call for proposals for the grant which I will dispense 
next August.
