Hi, We are faced with a similar situation. The Vref nominal is 1.0 Volts, and upto a certain transition density on the receivers works fine[we have source synchronous interfaces]. We take it to x-23 PRBS and we start detecting bit errors. Altering Vref at this point to 0.8 Volts brings down the bit error level to a reasonable and acceptable level.
