Sounds like my PhD work(1998). But, I used FDTD(finite-difference time-domain) 
approach to solve interaction of drift-diffusion charges and propagating 
fields. The package is not commercialized yet.
 
I am familiar with finite-element-ish works on either charge transport or field 
propagation as separate subjects; none that addressed charge transport and 
field propagation together in a unified setting.
 
Please let me know if you come across any, I am curious too.

What commercial pacakges are available for this kind of work? Are there
any research-grade (i.e. university projects) simulators available also?
