I am delivering a webinar on this topic tomorrow.  Cadence's Allegro
16.0 will be released this week and one of the new features is a static
IR-Drop analysis tool that meshes planes and gives you the voltage drop
across the plane. It is great feature to see how many GND/Power planes
to have and how thick they need to be, it also understands the vias.
