The Sigrity Speed2000 tool will help you identify resonances in your 
board or package, which is
a very important first step in EMI design and troubleshooting.  But if 
by 'complete EMI tool' you
mean something that tells you whether your product (in your 
enclosure/chassis, together with
the connecting peripherals representing a typical usage) will pass any 
regulatory limits, the
answer is no.
