Data sheet specs such as these (Iol @ Vol, Ioh @ Voh) are the guaranteed
minimum currents at the specified voltages.

Sometimes they are even less than actual minima for a given component,
because they are the values for a family of parts (such as LSTTL), and
some devices in the family may surpass the minimum spec by a wide
margin.  Yet the family's minimum spec is still quoted in the data
sheet, for consistency I suppose.
