You obviously are coming to this from the point of view of Ethernet and
TCP/IP. In the TDM world, (think telephone calls), there is no
retransmission, ever, at any point along the link. There is detection,
however. My guess is that the PacBell engineer meant what he said when
he stated 'no errors for healthy links'.
