Hi Gil:

SPEED2000, which you can download from my company's Website (the demo
anyway), will let you play around with decoupling capacitor placement, and
simulate their affect on your board design.

It won't tell you the what cap to use, or where to put them, however.  Mark
Montrose's EMC book, "Printed Circuit Board Design Techniques for EMC
Compliance" (http://www.wiley.com/cda/product/0,,0780353765,00.html) has a
chapter on decap placement.
